Using user flows_xxx packages outside APEX

Is it "safe" to use, OUTSIDE of APEX,
package modules belonging to user "flows_010600" ?

e.g. I want to use some modules in package "htmldb_util"

Is "flows_010600" a name that's subject to changes ? 10gR2
btw, not running APEX here.
