Well, this is actually a well-known-problem, that has a script attached to it.
Search metalink, and be very careful with the scripts - about every db version has it's own script (but for 10G...).

One short cut I know of:
if your user has a default tablespace, that is only used by this user, drop the tablespace including contents and datafiles.
That will teach 'em!
