Actually first they ask you nicely for the money: Then they call out the legal eagles.
You can find out if you have been using it by querying feature usage. A demo of the package can be found in Morgan's Library at www.psoug.org under DBMS_FEATURE_USAGE and DBMS_FEATURE_USAGE_REPORT.
