There is a way creating a database, but really: one can't learn Oracle without reading any documentation.
Oracle 8i is way old (released in 1998), and desupported, so it would dump it, and look into getting Oracle 10g XE, which is much more GUI oriented than any older version.
However, in that case you still need to read the Oracle Getting Started info at http://tahiti.oracle.com In both versions there is a thingy called 'Oracle Database Creation Assistant' In 10g XE it is started automatically just after installation.
