Whenever you upgrade the RDBMS software, you have modified the binaries and libraries in that home directory. As such, internal operations in the database may not work correctly until the database has undergone some sort of internal upgrade to match the new binaries and libraries. So part of Oracle's upgrade process involves running a script in the database before letting application users have access.
