CBO Increase the Cost of Test tables.

Hello,

I'm working on a project to find a way to increase the cost of new tables using CBO. New tables are introduced in our development environments and usually don't contain a lot of rows. So I'm trying to find a way to trick the CBO into thinking the table was 1,000,000 instead 1,000, which could possibly change the way oracle creates the explain plan. I need to be able to do this so when the table makes it way to our production database and has 1 million rows it will already be tuned.

I tried using the DBMS_STATS.SET_TABLE_STATS but it didn't change the explain plan. Any other ideas I could try?
