This is the part that gets me. The metalink administrator _can_ create effectively read-only accounts just by a checkbox disallowing create SR. Maybe the OP's dba just doesn't know that? Or maybe he does...

Perhaps the OP isn't on track to be a DBA as far as his org is concerned, but they don't have a problem with him learning on his own machine. But they might have a problem with him spending way too much time on metalink. I'm inclined to agree with the postings that ascribe a worse intent to the organization, though.

I've joked in the past about "you will get fired for cause due to

to metalink, comp.databases.oracle.* and orafaq, rather than working,"
but sadly, I've seen places where it is true. I tend to make sure it
is OK with the IS department for what I do, and generally try to hide
it from the rest, since they have no idea what I do and some people are
just mean backstabbing... whatevers. I haven't seen any place
specifically disallow dba's from metalink, but I have seen places where
the dba team just don't seem to understand the value of it in general
(for example, a large shop with unlimited access to, say, OCP training
materials). Sometimes they are just happy to have someone else deal
with downloads and SR's :-)
