Not using 10g myself (this is Netherlands you know, and most customers just *can't* upgrade because of vendors), I've noticed in a course there is a PL/SQL API to alerts.
I would bet this will end up with writing a PL/SQL program, but I noticed the API is so complicated you don't even want to do it manually.
