VPD and/or Partitions, Performance Consideration ?

Hi Gurus,

We want to improve performance of Oracle 10g database ( accessed by custom Forms application ). Users come from different area (about 30).
>From the logic of the application users only access the data of their
area. So we will create partitions on area.

But there is also some thoughts of applying VPD on this database ( so that users CAN_ONLY access data of their area ).

Since our main problem now is performance, will this VPD improve or degrade performance ?

Is there any docs from oracle about performance impact of applying VPD ?
