You (dbaplusplus) should poke around on metalink and find where they describe how to shutdown with scripts rather than the registry entries (if you don't already know how to do such things). There is simply no way to get the timing right and shutdown within a predictable time with the registry entries. Beyond everything else, you may be waiting for some transactional rollback.

over the algorithm used by Microsoft when Windows is shutdown and thus

force adherence to the values of registry parameter 'ORA_SID_SHUTDOWN'

Hopefully someone will correct me and point to the evidence if Microsoft has fixed that.
