For the system, or for only one session?

For the system,

For the session (eg: only for specific users), http://download-east.oracle.com/docs/cd/B19306_01/server.102/b14200/statements_2012.htm#i2231814 and search for NLS_DATE_FORMAT. Since you want this as a default, if only for specific users consider login triggers
