Leave timed_statistics to TRUE, so that you can actually *measure*
performance!



Other than that, the answer is a huge "IT DEPENDS".  You have to
actually identify where your performance bottlenecks are and address
those specific issues.  There is no DATABASE_FAST=TRUE parameter.
