Working and being supported....two different things.

I'd take a look at the instructions for downloading. This is documented.

I'd also pay close attention to the section titled: Permissions Requirement for Installing Oracle Database XE

This does say that you have to be a member of the Administrator's group to install XE on Windows. I would suggest to the OP that they read these instructions thoroughly before installing the product.
