I'm Dutch, and I've learned in school that there are two meanings of billion going round. To be sure, I looked it up at www.dictionary.com

billion:

1. 10 to the power 9
2. (chiefly British)10 to the power 12
3. An indefinitely large number

Assuming we can rule out the third meaning in your case: what, in the context of the global community, is meant by the unqualified use of the term billion?
