Active sessions after powerfailer network components

Hi,

Recently we have had a lot of active sessions after a powerfailer of network components.
To solve this, i know of these optins :
kill all "hanging sessions" ( time consuming and you have to stop the listener so no one can logon )
do a shutdown of the database

Are there any other options and can anyone tell what the best option is in case of massive hanging sessions
