Use Microsoft Word and embedded ODBC queries. And with a bit of nous, you can even use wsh to start Word as an OLE2 server, which means you won't even see its ugly window.

Simplest, cheapest way of doing it and surprise, surprise, you'll be using a word processor to produce a report: now, THERE is an original thought...

Of course, if you need those reports to be "web-enabled", whatever that means nowadays, you need them in http. Which Word can do as well, BTW.
