The "Failed to unlock all EM-related accounts" error leads me to believe that either the SYSMAN or DBSNMP account is locked, or both. Unlock both accounts:

ALTER USER dbsnmp ACCOUNT UNLOCK;

You'll need both accounts for dbconsole.
