It sounds to me that you want to create a second database. If you want to create a second instance for your existing database, you'll need RAC.

You most likely need to read the docs regarding OFA (optimal flexible architecture).

If the databases are going to be on the same version of the Oracle database server software, patchset and one-off patches, then there is no need for a second ORACLE HOME of that version.

You'll also only require one listener.
