I don't see why your architect wants the test server to be on a different OS version?
You can always run into bugs which are closely related to OS version and patches.
Admittely the chances are low .. but still!

Take for example the metalink note: 121048 SOLARIS: Common Reasons For ORA-27062 On Solaris (SPARC) Servers

... see where it mentions patching to a certain patch level also. Ok its an
old note for 2.6 .. but still, what would you do in such a case to test the
recommendations.

I've mostly seen groups trying to maintain the same OS down to the exact
patches in dev/test and production.
