Regarding SHUTDOWN Options

Hi,
while reading Fundamentals certification guide, i read the following question.

while shutdown option will waits for users to complete their uncommitted transactions?
Answer given is "Shutdown Transactional."

Wont "Shutdown NORMAL" also wait for the users to complete their transactions?
