I am really suprised that Oracle is not calling catcpu.sql from its
dbca database cretation scripts. catcpu was introduced by Oracle quite
a while ago. I have a database instance created after patch
installation   (brand new instance after patch was installed) just fine
eventhough catcpu.sql was not applied
