That I agree with - especially as it's the only way to get support, patches, and the latest assistance in things that might affect the production environoment.
It really is simple - to develop a prototype, one can use the OTN 'development license'. To go beyond prototype, you must get appropriate licenses. That includes licenses for production instance as well as for developers' instance(s).
Which is fine, as long as one doesn't get sucked into the idea that Enterprise Edition licenses are automatically needed for developers - Personal Edition, since it has all features and options (expect RAC and OEM packs), will often be satisfactory and often be much more cost effective.
