Yes SYSTEM will be a good user to use for a full exp.

The reason I'm stressing this is that even though you kicked off the users,
maybe there is a dbms_job or something which might be using the sequence you talk about. Essentially all you need is the export to be consistent. You seem to not have a consistent exp! If you exp using SYSTEM and use consistent=y .... you should not be running into this problem (unless of course you are running into a BUG!).
