I have used an online SQL and PL/SQL formatter at http://www.orafaq.com/cgi-bin/sqlformat/pp/utilities/sqlformatter.tpl . Remember to select dialect (default is Access). It can format only a procedure a time, so it took some time to format a bigger package, but it was worth it.
