How do you collect your statistics?
The default method_opt is set to for all columns size 1. Histograms are very much useful when you are not uniformly distributed or skew data in the columns.
Time to buy Jonathan's 'CBO Fundamentals, and Read the capter 'Histograms'. Also, read oracle performance guide, chapter three to know more about histograms and its usage.
