Try to un-comment the SQLNET.AUTHENTICATION_SERVICES= (NONE) in
sqlnet.ora. I had this issue before, and I believe uncommenting this
line in sqlnet.ora solved the issue.



SQLNET.AUTHENTICATION_SERVICES= (NONE)
