Check the following:

Check the compatible parameter settings in initSID.ora ... if not there in both databases then you should be ok. Otherwise, if they are in any/both then make sure they are set appropriately (Hint: Read the manual)
Make sure you have read and followed the installation steps correctly. Lack of appropriate privs to the rep admin user can result in this error. Recheck the privs granted to the admin user.
I'm assuming that you already made sure that the replication option is installed in both databases!

If you still have a problem then do a 10046 trace of the command you are using to
add master site. That could give you more clues as to the actual problem.
