The main benefit I could see when the beta was first announced was that it comes with a newer version of the PHP OCI8 extension - which is mostly bugfixes - but that's available separately via PECL [1], it's still beta, and is being released with the core PHP distribution once it's stable anyway.
Hadn't realised Core had gone GA so downloaded and installed the Windows version. First thing I noticed is it breaks one of PHP's own installation guidelines - which is not to put the PHP DLLs in the Windows system directory.
