In addition to the row migration due to with-in block space problems mentioned elsewhere in this thread, there is also row migration across the partitions of a partitioned table when the partitioning key of the row is updated. As far as I know, this kind of partitioning leaves no tombstones, and hence the rowid would indeed change.
