Not able to connect from another unix account

After upgrading from 9.2 to 10g I'm not able to connect from another
unix account on AIX. It's OK from within oracle account !



I have set ORACLE_SID, ORACLE_HOME, PATH, chown +rx on new ORACLE_HOME
etc..



lsnrctl status shows:



Service "<SID>.<domain> «  has 2 instance(s).
  Instance "<ORACLE_SID>", status READY, has 1 handler(s) for this
service...


  Instance "<ORACLE_SID>", status BLOCKED, has 1 handler(s) for this
service...



Any ideas ?
