Upgrading from Oracle 7.x to 9

Hi All,
We are in the process of migrating from Oracle 7 on winnt to Oracle 9 on windows 2003 server platform.
I would like to know the following things 1) can we copy the data files of oracle 7on winnt to oracle 9 in windows 2003?
2) can oracle 7.3.4 be installed on windows 2003 server? 3) which way is going to be the best export/import or DBUA is going to work in this case.
