Keep in mind, that without "reinventing the wheel" there would be NO TOAD, etc. There is always something already in existenece that will do virtually any job. The issue is often "how well" or "how quickly" or
"how transparently". There are many many installations out there
without formally trained DBAs as well. Not every small org can spend 70-80-100K on an experienced DBA. There have to be tools that
"encapsulate" the more common DBA issues to assist these people.
