ORA-01301 errors with 9.2

hey all,

I'm trying to connect to an oracle 9.2 version as sysdba, using the string

sqlplus 'sys/....._at_INSTANCE as sysdba'

but am running into a

ORA-01301: Insufficient privileges

error. I get this error even when running as the oracle user in unix. I do have the correct password; there's something about the oracle instance that just isn't right.

So.. how do I set this up? I know about the sysdba privilege, as in 'grant sysdba to ....' but since I can't login *as* sysdba, I'm having issues. Help would be greatly appreciated.
