"oracle toad package body source privilege" + I'm feeling lucky hit this:

If you go so far as to trace what TOAD is doing via enabling sql_trace via the various methods, you'll see that they have some rather strange requirements (keys to the kingdom).

Basically, the tool requires (IMHO) excessive privileges to view the package body.

So allow the developers to view the package body in development, possibly in qa and absolutely not in production.

Chances are, the developers will require "alter any procedure" for the tool to work as intended.
