Get more desperate.

You will need a lot more information before you can even begin your project starting with a meaningful definition of the task. What you provided is not it by about 3 pages of carefully worded text.

Is it your intention to run a single application against multiple database products? Which ones? How do you define efficiency? On what operating system? What versions? What editions?
