Official from Oracle's XE discussion forum - they are looking at production before end of January 2006. Quoting Oracle on the forum:

We are now (officially) looking at the end of Jan, 2006. We are taking a number of additional security changes to make sure widespread usage of XE does not introduce any new vulnerabilities. We have also got great feedback from this forum, with many of the changes suggested to date also included in the production version.
