You can have multiple databases per Oracle_home. Anyway, the ORACLE_HOME is the location of the Oracle binaries. Latest fashion, I am afraid starting at Oracle, due to Oracle India, is to install the Oracle binaries once for every instance.

IMO, this will constitute an administration nightmare, but your
experience may be different. If I would have to maintain this server,
I would change ownership.
