There's maybe a problem of the user Scott, it maybe locked,



connect to SQLPLUS as username: system password: (the same password
you've used when you installed oracle)



and write: ALTER USER scott IDENTIFIED BY tiger ACCOUNT UNLOCK;
then it will work unless Scott is not created...
