You did not specify which OS you were using.
For ex - in Solaris the inventory location is pointed to by the
oraInst.loc file typically located in /var/opt/oracle.
Normally you can put in the locations of all your locations in that
file and comment out all of them.
When you want to work on one location, you uncomment that one location.
In windows (from 10g) all inventory locations are identified in the central inventory in inventory.xml (typically located in C:\Program Files\Oracle\Inventory\ContentsXML)
Sometimes (say in a development or test environment) you might want to
use different homes for the same version of Oracle used by different
applications.
You might want to patch or upgrade oracle for one application without
affecting other applications.
