This is from Oracle XE FAQ:



Oracle Database XE is free for runtime usage with the following limitations:
. May be installed on a multiple CPU server, but only executes on one
processor in any serve




Does the owner of the install have to configure the server to use one CPU
for Oracle...


or Oracle itself knows to use one CPU only.
