You can specify PASSWORD_LIFE_TIME (and PASSWORD_GRACE_TIME) in an user 
profile and assign this profile to appropriated user. If a password is 
not changed after PASSWORD_LIFE_TIME days within PASSWORD_GRACE_TIME 
days, then it expires
