grab a copy of the utility "Process Explorer" from the SysInternals website:

http://www.sysinternals.com

(I think that v9.26 is current).
highlight the relevant oracle.exe process and examine the handles, semaphores.

perhaps something did not cleanly exit previously and left some garbage behind in the same namespace. A system restart certainly should have released all handles and such.

Its customary for a metalink doc on such issues to request that you remove (using oradim) and re-create the serivce (using the correct oracle_home) for the services experiencing problems. give that a shot.
