Never mind... I found out that there was a user process that was trying to
connect repeatedly to the user account DB1, with a different password. By
the time I unlocked the account and went back to check the status of the
account, it would fail 10 times and lock the account again, giving me the
impression that the 'ACCOUNT UNLOCK' was not working... Sorry for the
bother.... Thanks! Rajesh
