There's a lot more to support than fixing bugs. EMS is good to the end of next year (per the Note:):

Error Correction Support (ECS)
Answers to customers' questions
Assistance with migration plans to a supported platform and/or product Backporting of fixes
Escalation support, response time adherence and skill availability Workarounds, where possible

Now, this only applies if they have a current support contract and keep it up. What are the chances, seeing they are so cheap as to still be on Windows/8i? :-O

Is it stupid to not go at least to 9i? Probably. Are there situations where the licensing for 8i would be much cheaper if you need EE features?
