Are you sure you want to grant access to the dba views? Would access to the USER_ and ALL_ counterpaarts not be sufficient?

If not, you may want to grant access to the select_catalog_role to the users in question.

Realize that the userid doing the grant needs to have appropriate 'pass on the grant' permissions as described in the 'GRANT' section of tye SQL Language reference manual.
