It is a recommendation. The limit is 2 cpus for SE One, and I think there is a memory limit of 4gb as well. The limits are listed in the guide to the product editions.
You won't however be able to use partitioning or parallelism (the latter saving you from yourself on SEOne) or things like online rebuild in SE One. These limitation will likely hurt you badly in a terabyte environment. Note that you don't get partitioning for free with any edition of Oracle (unless you negotiate it).
