For 9i, I just periodically look at the tablespace map and write down the percent used. I used to automate looking at space used to generate a file that I could parse to estimate when a threshold will likely be reached, but nowadays that seems overkill, versus just looking at a GUI as part of normal administration tasks.

I've seen some planning spreadsheets for specific apps that take the expected number of various transactions and tell how much data to expect. It all depends where you are in the SDLC and what you need to know.

Look at dba_free_space, keep what you need and when you got it in a table. Or what David said.
