I found the permission 'BATCH' which can be allocated to a group. I allocated this to the ORA_DBA group and then restarted the Management Server.
But I am still getting the VNI-2015 message. This is a bit confusing because the node is a very simple declaration (the local computer) and I have tried both my own local account and the 'oracle' account which I set up. Both these accounts belong to the ORA_DBA group (under windows) and ORA_DBA has 'BATCH' permission.
Does anyone have an idea? What have I missed?
Any tips would be gratefully received.

Alan Searle.
