To be fair, I don't recall the installation instructions for 9i to mention the proper sequence of different oracle versions.

Neither does the 10g documentation for UI indicate that you might have trouble installing an earlier version after 10g.

While in general I'd agree with your statement, in this context I don't deem it appropriate.
