The Oracle 10g Database Administrators Guide has 5 chapters on
distributed processing.
Either Scenario - No transaction has been completed until the commit is done. Depending on exactly where in the transaction processing the outage error occurs I would expect the two available sites to rollback. The remote site will be rolled back by RECO when it comes back online.
You might want to look at Oracle Replication especially Advanced Replication as a possible solution instead of just distributed queries.
With distributed queries when one site in the transaction is down the transaction cannot take place on either system. If you want to go ahead and update the local system and catch the remote system up later then you are really talking about some form of replication.
